Driving Instructor Certification and Training


Do you want to open your own driving school?

Do you want someone to train your instructors?

The Driving School is certified to provide Operator and Instructor preparation course.


To become an instructor, you must be affiliated with a driving school.

​The state of Utah does not permit freelance driving instructors.

This means opening your own school or hiring on with an establish driving school.

Our course covers classroom instruction, driving instruction, administration rules, and continuing help as you establish your driving school or as you hire on with a driving school.


We charge $4000 for the instructor/operator course.

Process for becoming an instructor:
  1. Complete an approved instructor preparation course (which will prepare you for instructing new drivers.)
  2. Submit an instructor application for each instructor.
  3. Submit a fingerprint card for all school owners, operators, and instructors for a criminal background check (the school is responsible for all costs associated with the check.)

​Once all background checks and curriculum have been completed, all operators and instructors must pass a 100-question written knowledge test and take a driving skills test.
Process for opening a driving school:

  1. Read Utah Administrative Rule R708-2. 
  2. Complete an approved instructor preparation course (which will prepare you for instructing new drivers.)
  3. Submit a school application.
  4. Submit an instructor application for each instructor.
  5. Submit a business plan prepared by the school operator.
  6. Submit a fingerprint card for all school owners, operators, and instructors for a criminal background check (the school is responsible for all costs associated with the check.)
  7. Submit a course curriculum detailing how the school will provide required training hours.
  8. Submit all forms, quizzes, tests, videos, training materials, and resources that will be used.​​






Once the school has submitted this information, the Driver License Division has 60 days to review all the information for accuracy and provide any feedback for changes if necessary. 

The school must then fix any problems and submit the changes for final approval.


Once all background checks and curriculum have been completed, all operators and instructors must pass a 100-question written knowledge test and take a driving skills test.

The Driver License Division will conduct a site inspection of the school to ensure that the location meets the administrative rule requirements.
